The security service contract is defined as an agreement between the administration that owns the business and the security company providing the service in which the security company is obligated to take care or achieve a result that is classified as a security service for the public utility in return for a price it charges in return.

The contract whose administrative nature is established based on the mixed criterion that the administration requesting the service as a public authority is one of the parties to the contract, in addition to the fact that the subject of the contract is to provide a security service intended to secure protection for human resources, headquarters, buildings, sites and properties of the administration in a manner that serves the public interest.

Disputes arising from the implementation of this contract are subject to the jurisdiction of the administrative judiciary, with which it plays its natural role by settling them according to the rule of “linking jurisdiction to the subject”.
