Public opinion remains under study not only in the field of media but in other fields such as political science, community/ country studies, psychology, etc., especially as crises have increased during the 20th and 21st centuries.
There is a scarcity of scientific theories that explain many phenomena associated with public opinion, especially in the era of modern communication technology and social media.
The study suggests the use of basic concepts of public opinion in order to propose a theory of public opinion, related in particular to the gradual landing of public opinion during crises.
This theory was built on a variety of literature in public opinion, crisis management and media theory.
The suggested theory works through four variables: event, media, public and the parties of conflict or crisis, and it is the interactions of these variables that determine the paths of the rise and fall of public opinion interest in any particular issue.
