Abstract EN

The position of obedience of leaders by their subordinates is known as “administrative ladder”, which means the gradual progressive of employees at the state level, where each employee or each group of employees is subordinate to the upper in grade employee or employees, who in turn is subordinated to those whom are upper in grade and so on.

in such a way, every grade of the administrative ladder is subject to the supervision of the above grades, which is known as “censorship or presidential authority”.

however, the later term does not mean that it is a personal right accompanied to the job, which is exercised by leaders without limits or restrictions.

on the contrary, this authority is only a type of jurisdiction that its scope and exercise is set out by laws and regulations.

this research demonstrates the extent of such obedience.

in other words, are those employees committed to obey these directions without having the right to express their opinions on their contents? and are they committed to their implementation even if they are illegal and violate the applicable laws and regulations?.
