After the transformation of Iraq from a unitary state to a federal state based on what was stated in the constitution of the republic of Iraq for the year 2005, which adopted federalism as a new form of the state, since after the recognition of the Kurdistan region as a federal region, this was followed by another declaration establishing the formation of new regions out of the irregular governorates in a region.

the constitutional document consists of a specific officer statement on the basis of which regions are formed in the future, which requires us to highlight the impact of the absence of the basis for forming new regions and its obstacles in practical implementation.
