Two days after the French occupation of Algeria, general Bormon formed a governmental committee whose presidency was entrusted to frugal in the army.

Wilaya This body was in charge of civil status and we found some important documents that had not been published before about the division and administration of Algeria in general and the region of Guelma in particular, and related to the French administration of the region and royal orders and regulations this study also aims to show the French colonial administrative pattern in Algeria and how the period of military rule 1830-1870 managed to draw Algeria administratively and divide it geographically to rule over it at times and to eliminate the tribal system and the influence of the leaders at other times that relied on it as well to extend his dominion.

we had to ask the following question: to what extent did the colonial administration strive to achieve the division of the geography of Algeria and its administration during the occupation period 1830- 1870?, how did this colonial administration arise and how did it develop?
