therefore, research studies focused on the problems that affect the benefit from the investment process.

factors of political, security, and economic instability and other problems that accompany that, such as corruption in public utilities, we have summed up in the word (fragility), which means weakness or (laxity) in the investment environment in question and the factors that affect that environment, whether in the political, economic, security, environmental, or legal and the like, and what are the dimensions produced by this environment and the solutions that countries must follow and future plans to mitigate its effects, especially since our country is Iraq it suffers from fragility in most parts of the state, whether it is in the ministry of industry, trade, oil and finance, not to mention the problems of investment and investors and its impact on the reconstruction of the liberated areas, the development of other areas (the center and the south) and the upgrading of the provision of goods, services and strategic projects.

this requires the enactment of laws that provide an investment law that guarantees the rights of investors first, and secondly, the protection of investment funds from corruption and the delivery and receipt of these funds without fear of losing them or charging them with fees and taxes that affect their profit value.
