Administrative and financial corruption crimes are considered the complex dilemmas that have faced Iraq since the beginning of the American occupation of Iraq.

after the fall of the previous regime, all political circles operating in Iraq have been responsible for dividing the wealth (cake).

by tracking these stolen funds from the state, we find that most of them are deposited in foreign banks in European countries, and some of them took advantage of buying real estate in neighboring countries or European countries.

thus, the way to track and claim it is not an impossible process, but it is tainted by some difficulties that can be overcome by concerted national and international legal efforts at the same time, so it was necessary to identify the mechanisms that can be resorted to in order to identify the ways that lead us to recover the smuggled funds abroad the country, in addition to the international agreements and treaties concluded in this regard and that Iraq can get benefit from it to redeem back its smuggled money abroad, which is a set of procedures that can be applied as to get back those funds.
