therefore, as it entails giving it this character solutions to chaos, and violating the freedoms of others, which threatens the public order within the state, so the state’s function appeared in regulating this freedom through its controlling bodies for the purpose of protecting public order.

one of these freedoms is the freedom of movement, as the administrative control authority intervenes by imposing a curfew and sacrificing this freedom in order to protect public order.

this is what we have seen in the light of the corona pandemic, this epidemic, which is one of the most dangerous things that human societies have been exposed to throughout the ages because of its negative effects and deadly results that lead to the destruction of human power at all levels of population, economic, agricultural and industrial, and for the purpose of limiting its spread, we find that the administration imposed a ban on roaming by preventing individuals from moving during specific times or in certain areas.
