The majority of legislation, jurisprudence, and the judiciary have tried to find solutions to the problems resulting from terrorist crimes, the most important of which is determining who is obligated to compensate for those damages, especially with regard to the rule of the state’s obligation to compensate damages arising from terrorist crimes, and whether the perpetrator is unknown, or if the extent of the damages is so severe that no the offender is able to pay the prescribed compensation to the injured, in addition to the insufficiency of the traditional means of compensation, which raises the responsibility of states, as they will be questioned about their actions before their citizens, while before the international community requires that they be questioned about the actions and activities of their citizens abroad, which are of a negative nature, because the one who decides to continue its responsibility and transfer it to the external environment is a globally approved system termed as the nationality system.
