Abstract EN

The development of university education requires an effective reconsideration of its policies and trasition from the linear development processes, which are based on substitution and replacement of its cases, to relying on alternative approaches capable of explaining the extreme complexity in non-linear systems, such as future studies, which are one of the useful entrances to understanding the most complex phenomena.

therefore, the current study aims to anticipate the future of some issues related to university education policy in Egypt, which were represented in the increase of social demand for university education, the financing of university education and the relevancy of university education policy with the political system of the country, using the chaos theory as one of the methods of future studies.

the study used the foresight approach and the descriptive approach, and reached several results, the most important of which are that the chaos theory represents a qualitative transfer in studying social systems in general, and educational systems in particular, shedding light on some issues of university education and raising warnings that prevent it from achieving its goals, including the continuity of static linear planning to the university education policy, which may lead to freezing the educational system, the weak response to its environment, the weak ability to face change and the loss of its effectiveness as a tool for development.

in addition, the study introduced some future illuminations, which can benefit policy makers and decision makers in developing the efficiency of universities by drawing educational policies that avoid some of the current policy problems and respond to the actual demands of society, including establishing a culture of entrepreneurship, avoiding individual interventions and simple solutions, and adopting unconventional educational formulas.
