The current research aims to know: 1-The extent of availability of basic standards of excellence management according to the European model of excellence (leadership, policies and strategies, human resources, relationships and material resources, administrative processes, and services provided to the community) among the heads of departments in the Institutes of Fine Arts in Baghdad Governorate from the point of view of the teaching staff.

2-The sub-criteria of excellence are defined in each of the basic standards of excellence management (leadership, policies and strategies, human resources, relationships and material resources, administrative processes, and services provided to the community by the heads of departments in the Institutes of Fine Arts in Baghdad Governorate from the faculty viewpoint.

To achieve the objectives of the research, the researcher used the descriptive approach, and the researcher adopted the definition of management of excellence that she developed (Al Shawa, 2016), based on the European Model for Excellence, which refers to: “Activities that are created and organized by school principals in cooperation with workers, in order to reach a high degree of mastery Work and its distinction according to the European model of administrative excellence, which consists of excellence in the following areas: leadership, policies and strategies, personnel (human resources), relationships and material resources, administrative processes, and services provided to society.

It has developed (6) basic standards for managing excellence, namely: Leadership: it measures (12) items.

, Policies and strategies, and are measured by (8) paragraphs.

And employees (human resources), and it is measured (10) paragraphs.

Relationships and material resources, which are measured by (12) paragraphs.

And operations management, and is measured by (6) paragraphs.

And services provided to the community, and are measured by (14) paragraphs.

Each paragraph has alternatives to the five-year answer.

And after verifying the validity and reliability of the questionnaire, it was applied to a sample of (60) male and female teachers in the Institutes of Fine Arts, General Directorate of Education Al-Karkh/1, equally between males and females.

The data were processed statistically, and by using the weighted mean and relative weight, and the following results were reached: 1-There are two standards verified from the total of 6 basic criteria for managing excellence according to the European Excellence Model (EFQM) for department heads in institutes of fine arts from the faculty point of view, namely: the standard of administrative operations and leadership.

This indicates that the lack of possession of standards for the management of discrimination according to the European model of excellence among the heads of departments in the institutes of fine arts from the point of view of the teaching staff.

2-The sub-criteria of the leadership criterion have been met by the heads of departments in the Institutes of Fine Arts from the point of view of the faculty at a level more than the average.

As for the sub-criteria for the standard of policies and strategies, they were met at a weak level.

The sub-criteria for dealing with human resources were achieved at a weak level.

Whereas, the criteria for the sub-criterion were achieved, relations and material resources at a level below the average.

As for the sub-criteria for the standard of administrative operations, they were achieved at a level more than the average, while the sub-criteria for the standard of services provided to the community were achieved at a weak level.
