This research aims to study the legal problems facing electronic management, as the electronic development that has occurred has not been thoroughly studied to examine the consistency of the existing legal legislations together.

The study concluded that forming an independent body with appropriate qualifications and sufficient powers is important, in order to undertake the task of preparing legislation and laws related to applications in electronic administration.

This study comes as an attempt to find out the reality of the consequences that the administration faces in light of the electronic development in exchanging information and signing contracts electronically, which may pose several difficulties that may clash with the legal obligations in the state.

This research deals with the extent of the difficulties associated with the electronic administrative contract in terms of definition and the obstacles facing the administration in this field.

It also deals with electronic crimes within the scope of administrative law.

The study ended with a set of recommendations, the most important of which is a review of traditional legislative concepts and frameworks and their purification in light of the electronic environment, which requires a comprehensive and accurate review of the legislative texts in force by the government, for example, the concept of the administrative decision, methods of taking it and the mechanism of working with it in light of electronic media and what hinders this from The current administrative limitations of the decision-making process, bureaucracy and red tape, which interfere with the speed of decision-making via electronic media.
