Arabic Abstract

التخطيط العمراني هو دليل التقدم في جميع جوانب حياة المجتمع، وهو عبارة عن خطط تنموية يتم إعداده للحاضر واستشراف المستقبل، نتيجة لدراسات طبيعة وبيئية واجتماعية واقتصادية، تخضع لمؤثرات سياسية وجغرافية وديموغرافية؛ لتحقيق أهداف التنمية الشاملة في إطار الامكانيات المتاحة.

هدفت هذه الدراسة إلى التعرف على الملامح العامة للوضع الراهن لمدينة خان يونس كما هدفت إلى تحديد ما إذا كان المخطط الهيكلي للمدينة معداً طبقاً للمعايير الدولية.

تناولت هذه الدراسة التحليل والبحث اتجاهات التخطيط العمراني في مدينة خان يونس، حيث أوضحت هذه الدراسة مفهوم التخطيط، ومستوياته، والتخطيط العمراني خلال فترات مختلفة في فلسطين، كما تناولت الدراسة المخطط الهيكلي الحالي للمدينة، مع التعرف على الوضع الراهن من خلال الدراسات الطبيعية والعمرانية، والدراسات السكانية والاجتماعية، والاقتصادية والخدمات العامة.

وتناولت أيضاً محددات ومشكلات وامكانيات وأهداف التنمية في مدينة خان يونس، وتحديد الاحتياجات المستقبلية للمدينة.

وقد اعتمدت الدراسة على المنهج الوصفي، والمنهج التحليلي، والمنهج الاستنتاجي.

كما وأبرزت الدراسة مجموعة من التحديات التي تواجه عملية التنمية العمرانية في مدينة خان يونس، منها محددات طبيعية وبيئية وعمرانية، أبرزها الزحف العمراني الهائل على الأراضي الزراعية والكثبان الرملية.

وقد توصلت الدراسة إلى أن المدينة بحاجة إلى مجموعة من الاحتياجات المستقبلية بحلول عام 2030م ، أبرزها الزيادة لعدد الوحدات السكنية، وزيادة مساحة الملاعب والمناطق الخضراء والمناطق الترفيهية، وإنشاء مدارس ومراكز رعاية صحية.

لذلك توصي الدراسة بضرورة إيجاد فريق تخطيط باختصاصات مختلفة في البلديات والمؤسسات وبمشاركة المخططين والجغرافيين ليكون لهم الدور الواضح في إرساء قواعد التخطيط، وعمل المخططات الصحيحة.

كما توصي بضرورة العمل على استمرارية تحديث المخطط الهيكلي للمدينة، وإعادة النظر في توزيع استعمالات الأراضي بصورة تتجانس مع بعضها البعض والاحتياجات المستقبلية للسكان، وتقليل الضغط على مركز المدينة، والحفاظ على الأراضي الزراعية والكثبان الرملية ومصادر المياه.

English Abstract

Urban planning is the guide to progress in all aspects of society’s life.

It is development plans prepared for the present and for foreseeing the future.

It is a result of natural, environmental, social and economic studies, subject to political, geographical and demographic influences, for the purpose of achieving comprehensive development goals within the available possibilities.

This study aimed to identify the general features of the current situation of the city of Khan Younis, and also aimed to determine whether the structural plan of the city was prepared in accordance with international standards.

Through analysis and research, this study dealt with urban planning trends in Khan Younis City, where this study clarified the concept of planning, its levels, and urban planning during different periods in Palestine.

The study also addressed the current moster splan of the city and identified the current situation through the natural, urban, demographic, social, economic and public services studies.

It also dealt with the determinants, problems, capabilities and objectives of development in the city of Khan Yunis, and highlighted the future needs of the city.

` The study relied on the descriptive method, the analytical method, and the deductive method.

The study also highlighted a set of challenges facing the urban development process in the city of Khan Younis, including the natural, environmental and urban determinants, most notably the massive urban sprawl on agricultural lands and sand dunes.

The study concluded that by the year 2030 the city needs a set of future needs, most notably an increase in the number of housing units, an increase in the area of playgrounds, green areas and recreational areas, and the establishment of schools and health care centres.

Therefore, the study recommends the necessity of finding a planning team with different specializations in municipalities and institutions, with the participation of planners and geographers, to have a clear role in establishing planning rules, and making the correct plans.

It also recommends the need to work on the continuity of modernising the master plan of the city, reconsidering the distribution of land uses in a manner consistent with each other and the future needs of the population, reducing pressure on the city centre, and preserving agricultural lands, sand dunes and water sources.
