Arabic Abstract

تحولت العديد من الدول المتقدمة في أوروبا و آسيا و أمريكا الشمالية إلى نظام المدينة الذكية.

و قد تمت محاولة ذلك إما عن طريق تعديل المدن القائمة أو إنشاء مدن جديدة لتقديم خدماتها على الفور للمواطنين انتشرت قصص نجاح مشاريع المدن الذكية مؤخرا في مناطق مختلفة من الشرق الأوسط، و كانت عمان ليست من ضمن تلك النجاحات.

تبحث هذه الدراسة في تطبيق المفاهيم العالمية للأمانة الذكية على المستوى المحلي، و تحديداً بين أمانة عمان الكبرى مر هذا البحث على مرحلتين، و هما الأسلوب النوعي الذي تضمن مقابلات مع الخبراء ثانيا، دراسة حالة تم فيها اختيار أربعة مشاريع ذكية في أمانة عمان الكبرى للتحقق من مصفوفة تقييم مشروع البلدية الذكية (SMPAM) لإظهار العلاقات التحديات ومجالات المشروع.

أظهرت نتائج البحث أن أمانة عمان الكبرى تقترب من تطبيق المفهوم العالمي للمدينة الذكية في عمان.

ذكرت اللجنة التنفيذية للحلول الذكية أن الأبعاد الرئيسية التي تم تطبيقها في أمانة منطقة التنقل داخل المدينة و مشاريع البيئة على العكس من ذلك ، تقتصر عمان الكبرى هي المناطق الهامشية في تبدي المشاريع الذكية على الخدمات المعيشية والاجتماعية.

و فقًا لنتائج الدراسة، يمكن أن تصبح عمان مدينة ذكية بحلول عام 2030، لذلك افترح البحث خارطة طريق لتنفيذ مفاهيم المدينة الذكية كحل ذكي للبلديات المحلية في الأردن.

English Abstract

Many developed countries in Europe, Asia, and North America have turned to the Smart City system.

This has been attempted by either retrofitting the established cities or creating new cities to provide their services instantly to citizens.

Success stories of smart city projects have spread recently in various regions of the Middle East, and Amman is not among those successes.

This study explores the implementation of the global Smart Municipality concepts at the local level, Specifically, Greater Amman Municipality (GAM).

This research went through two stages, namely a qualitative technique that included interviews with experts.

Secondly, a case study in which four constructed projects in terms of smart city concepts were chosen in GAM to check the Smart Municipality Project Assessment Matrix (SMPAM) to show relationships between the challenges and the project areas.

The research results showed that GAM approaches the implementation of the global concept of Smart City in Amman.

The executive committee for innovative solutions stated that the main dimensions that had been applied in GAM are city Mobility and Environment projects area.

On the contrary, marginal regions in the adoption of smart projects are limited to living and social services.

According to the study results, Amman could become a smart city by 2030, so this research suggested a roadmap to implement the smart city concepts as a smart solution for local municipalities in Jordan.
