English Abstract

Today’s world is undergoing many crises and changes, revealing missing links between governments and their citizens, where traditional methods are no longer able to meet public needs.

therefore, governments must take measures to restore these links.

in this regard, the Executive General Administration, Quality, Governance, and Innovation initiatives appeared to be a continuation of these efforts.

Government innovation is defined as the use of better solutions to meet new requirements or current market needs by developing new and more effective products, processes, services, technologies, or business models, whereas private sector innovation is defined as the use of better solutions to meet new requirements or current market needs.

It can also be defined as the development of new and more effective products, processes, services, technologies, or business models designed to meet new requirements or present market needs.

Therefore, government agencies are introducing and developing innovative ways, means, and strategies in order to solve contemporary societal challenges while providing better and higher-quality government services.

The legal environment, for example, is one of the most important incubation environments for creativity.

Therefore, the legal environment, which governs government operations, is a crucial determinant in the success or failure of innovation.

The following questions are used to identify the research problem: Is the current legal environment supportive of government innovation? Is there any legal capability in civil service and related systems to encourage employees to be innovative? Are there any incentives or rewards in place to motivate creative employees to keep working? Do these benefits provide a competitive advantage in attracting talents to work in government? Is there a framework in place to keep track of government innovation rules? This research aimed to investigate the legal enablers of innovation in civil service laws and regulations through the analysis of legal texts relevant to innovation.

It also seeks to standardize innovation rules and evaluate the tools used to stimulate government innovation.

The research adopted the descriptive-analytical study approach.

The study produced a number of results, the most important of which are: the civil service structures are not yet ready to serve as an incubator for innovation to the extent that it was intended, and that incentives and rewards are insufficient to stimulate public sector innovation.

The study also came up with a number of recommendations, the most important of which are: the need to create a legal environment that fosters innovation by amending and enacting laws and regulations, the governance of government innovation rules, and the organization of legal protection for government innovations.

The “Research and Innovation Development Authority” was created to maintain the political leadership’s unwavering support for innovation as a strategic choice for government agencies.
