English Abstract

The study aims to determine the degree that higher education institutions in the governorates of Gaza practice their role in promoting the principles of governance from the viewpoint of their administrative and academic personnel.

The study also reveals the degree of difference in the averages of the study sample’s responses to the degree of practice by higher education institutions in the governorates of Gaza of their role in promoting the principles of governance according to the study variables (job title, educational institution, and years of service).

It also seeks to suggest ways to develop the governance of higher education institutions in the southern Palestinian governorates.

To achieve the study aims, the researcher used the descriptive analytical approach, and employed the questionnaire as the data collection tool, which was distributed to a sample of the colleges’ deans and deputy deans, and heads of departments in the three universities of the study population (Islamic University, Al-Aqsa University, Palestine University) who numbered (108) individuals.

The most important results of the study were as follows: - All relative weights of the responses of the members of the study sample on the degree of practice of higher education institutions in Gaza Governorates of their role in promoting the principles of governance came between (65.3% - 70.05%) i.e.

a degree of practice between large and medium.

The principle of transparency ranked first, while the principle of justice came in the fifth and final rank.

The overall score for the practice of higher education institutions’ practice of their role in promoting the governance principles was medium with a relative weight (67.47%).

- There are no statistically significant differences at the level of significance (α ≥ 0.05) between the average degrees of assessment by the sample members of the degree of the practice of higher education institutions in the governorates of Gaza for their role in enhancing the principles of governance from the viewpoint of administrative and academic personnel according to study variables (job title, educational institution, years the service).

The study recommends the following: 1.

Applying the principle of transparency, especially with regard to working to set standards for leadership and administrative positions in higher education institutions and announcing these standards, and involving staff in formulating work plans.

2.

Working on applying the principle of accountability, especially with regard to announcing the documents of spending the operational budget for all, and working to provide staff with feedback on the performance of university institutions.
