Abstract EN

This study aimed to introduce electronic management, to identify the foundations and mechanisms of modern change, and to confirm that the transition to electronic management is inevitable imposed by global changes.

the study followed the descriptive analytical approach by listing, describing and analyzing the most important characteristics, elements, requirements, and obstacles of electronic management, and it touched upon the reality of the use of information technology in Libya.

several | were reached; such as Libya's delay in the acceleration of information and communication technology applications in public and private administration, and recommended that Libya needs to create an appropriate and conducive environment for the nature of the work of this type of institution so that it can implement what is required of it, and thus achieve success and excellence.
