Arabic Abstract

هدفت هذه الدراسة إلى بناء تصور مقترح للاحتياجات التدريبية للقيادات التربوية بوزارة التربية و التعليم الفلسطينية في ضوء الاتجاهات العالمية الحديثة كما هدفت للكشف عما اذا كان هناك فروق ذات دلالة إحصائية حول تقدير عينة الدراسة تبعاً للمتغيرات (الجنس، سنوات الخدمة المسمى الوظيفي المؤهل العلمي)، و قد استخدمت الباحثة المنهج الوصفي التحليلي، و اعتمدت الاستبانة كأداة أساسية للدراسة الي جانب المقابلات و الاستبانة الأولية لجمع المعلومات بأسئلة مفتوحة والمجموعة البؤرية، و قد تكونت عينة الدراسة من (290) مدير عام و مدير دائرة و مدير مديرية ورؤساء أقسام، و توصلت الي أهم النتائج : 1- أن درجة تقدير أفراد عينة الدراسة لتحقيق الاحتياجات التدريبية للقيادات التربوية بوزارة التربية و التعليم الفلسطينية جاءت بدرجة متوسطة و وزن نسبي (64.40%)، و لكن الحاجة التدريبية بمجال التخطيط جاءت كبيرة بدرجة و وزن نسبي قدره (71.80%).

2- توجد فروق ذات دلالة إحصائية عند مستوى دلالة (as0.05) بين متوسطات درجات تقدير أفراد عينة الدراسة لواقع تحقيق الاحتياجات التدريبية للقيادات التربوية بوزارة التربية و التعليم الفلسطينية ، تبعاً لمتغير المؤهل العلمي لصالح حملة البكالوريوس، و تبعا للمسمي الوظيفي لصالح رؤساء الأقسام.

3- لا توجد فروق ذات دلالة إحصائية عند مستوى دلالة (a≥0.05) بين متوسطات درجات تقدير أفراد عينة الدراسة لواقع تحقيق الاحتياجات التدريبية للقيادات التربوية بوزارة التربية و التعليم الفلسطينية ، تبعًا لمتغير الجنس وسنوات الخدمة.

4- قدمت الدراسة تصوراً مقترحاً لتحقيق الاحتياجات التدريبية للقيادات التربوية بوزارة التربية والتعليم الفلسطينية.

التوصيات : في ضوء النتائج قدمت الباحثة التوصيات التالية : 1.

اعتماد التدريب أساساً للارتقاء بمستوي الأداء علي أن يكون وفقاً للرغبة و متطلبات العمل اعطاء المتدرب حق اختيار المدرب و الية التدريب و التواصل بين شقي الوطن بالمحافظات الشمالية لتوحيد الرؤية والاستراتيجية التي يبنى عليها البرامج التدريبية.

English Abstract

This study aimed to build a suggested proposal for the training needs of educational leaderships in the Palestinian Ministry of Education in the light of recent global trends.

It also aimed to find out whether there were statistically significant differences in the study sample's estimate according to the variables (gender, years of service, job title, and educational qualification).

The researcher used the descriptive analytical approach and adopted the questionnaire as a main study tool in addition to the interviews, and the initial questionnaire to collect information using open questions, and the focus group.

The study sample consisted of (290) director generals, department directors, heads of directorates and heads of sections.

The study reached a set of results, the most important of which are the following: 1- The study sample's estimates of the degree of achieving the training needs of educational leaderships in the Palestinian Ministry of Education came to a medium degree, with a relative weight (64.40%), but the training need in the field of planning came to a large degree, with a relative weight of (71.80%).

2- There are statistically significant differences at the level of significance (α≤0.05) between the average scores of the study sample’s estimates of the reality of achieving the training needs of educational leaderships in the Palestinian Ministry of Education, according to the educational qualification variable in favor of those holding a bachelor’s degree, and according to the job title in favor of heads of sections.

3- There are no statistically significant differences at the level of significance (α≤0.05) between the average scores of the study sample's estimates of the reality of achieving the training needs of educational leaderships in the Palestinian Ministry of Education, according to the variables of gender and years of service.

4- The study presented a suggested proposal to achieve the training needs of educational leaderships in the Palestinian Ministry of Education.

In light of the results, the researcher made the following recommendations: 1.

Adopting training as a basis for raising the level of performance, provided that it is in accordance with the desire and requirements of the work, while giving the trainee the right to choose the trainer and the training mechanism.

The study also recommends communication between the southern and northern governorates to unify the vision and strategy on which the training programs are built.

2.

Launching more specialized training centers and institutes, recruiting distinguished trainers, improving the physical training environment, paying attention to training in terms type and quality, not quantity, and adopting modern training methods, such as those mentioned in the study, such as (computer technique, training film technique), in addition to cooperating with experts and universities and sending these groups abroad for study, training and transfer of experience.
