Arabic Abstract

هدفت هذه الدراسة التعرف إلى المهارات الناعمة لدى مديري المدارس الأساسية في محافظة غزة، و علاقتها بفاعلية أدائهم الإداري، و قد اعتمدت الباحثة المنهج الوصفي التحليلي، و تكونت عينة الدراسة من (364) معلماً و معلمة من معلمي المدارس الأساسية التابعة لوزارة التربية و التعليم في محافظة غزة، و التي مثلت (5.32%) من مجتمع الدراسة، و قد تم اختيارهم بالطريقة العشوائية الطبقية تكونت أداتا الدراسة من استبانتين : الاستبانة الأولى القياس المهارات الناعمة لدى مديري المدارس الأساسية"، و الاستبانة الثانية : القياس فاعلية الأداء الإداري لمديري المدارس الأساسية".

و توصلت الدراسة إلى عدة نتائج من أهمها ما يلي : 1- درجة امتلاك المدارس الأساسية : في محافظة غزة للمهارات الناعمة من وجهة نظر مديري جميع المعلمين، جاءت بدرجة كبيرة بمتوسط حسابي 4.07 و بوزن نسبي قدره 81.40% حيث جاءت المجالات بدرجة ممارسة كبيرة مرتبة تنازليا على النحو الآتي : مهارة إدارة الوقت، مهارة الاتصال و التواصل، مهارة اتخاذ القرارات مهارة التخطيط مهارة العمل ضمن فريق، مهارة إدارة الأزمات، مهارة القيادة، و أخيراً مهارة التفكير الناقد.

2- 2- عدم وجود فروق دالة إحصائيا عند مستوى الدلالة (a≤0,05) بين متوسطات درجات تقدیر أفراد عينة الدراسة للمهارات الناعمة لدى مديري المدارس الأساسية في محافظة غزة تعزى المتغيرات الدراسة المنطقة) التعليمية المؤهل العلمي للمدير، سنوات خدمة المعلم)، و كذلك تبعاً المتغير جنس المعلم ما عدا مهارة التخطيط، حيث وجدت فروق دالة إحصائيا عند مستوى الدلالة (a≤0,05) لصالح الإناث.

3- وجود فروق دالة إحصائيا عند مستوى الدلالة (as0.05) بين متوسطات درجات تقدير أفراد عينة الدراسة للمهارات الناعمة لدى مديري المدارس الأساسية في محافظة غزة تعزى لمتغير جنس المدير في مهارات التخطيط الاتصال والتواصل وإدارة الوقت لصالح الإناث.

4- وجود فروق دالة إحصائيا عند مستوى الدلالة (a≤0,05) بين متوسطات درجات تقدير أفراد عينة الدراسة للمهارات الناعمة لدى مديري المدارس الأساسية في محافظة غزة تعزى لمتغير المؤهل العلمي للمعلم لصالح حملة البكالوريوس في معظم المهارات موضع الدراسة، بينما لم تظهر أي فروق دالة إحصائيا في مهارتي العمل ضمن فريق، واتخاذ القرارات).

5- وجود فروق دالة إحصائيا عند مستوى الدلالة (a≤0,05) بين متوسطات درجات تقدير أفراد عينة الدراسة للمهارات الناعمة لدى مديري المدارس الأساسية في محافظة غزة تعزى لمتغير سنوات خدمة المدير لصالح من سنوات خدمتهم أقل من 5 سنوات.

6- مستوى فاعلية الأداء الإداري لمديري المدارس الأساسية بمحافظة غزة من وجهة نظر المعلمين، جاءت بدرجة كبيرة بمتوسط حسابي 4.06 ووزن نسبي (81.20%).

7- عدم وجود فروق دالة إحصائيا عند مستوى الدلالة (as0,05) بين متوسطات درجات تقدیر أفراد عينة الدراسة لمستوى فاعلية الأداء الإداري لمديري المدارس الأساسية في محافظة غزة تعزى لمتغيرات الدراسة المنطقة التعليمية جنس المدير المؤهل العلمي للمدير، سنوات خدمة المعلم).

8- وجود فروق دالة إحصائيا عند مستوى الدلالة (a≤0,05) بين متوسطات درجات تقدير أفراد عينة الدراسة المستوى فاعلية الأداء الإداري لمديري المدارس الأساسية في محافظة غزة تعزى لمتغير جنس المعلم لصالح الإناث.

9 - وجود فروق دالة إحصائيا عند مستوى الدلالة (a≤0,05) بين متوسطات درجات تقدير أفراد عينة الدراسة لمستوى فاعلية الأداء الإداري لمديري المدارس الأساسية في محافظة غزة تعزى لمتغير المؤهل العلمي للمعلم لصالح حملة البكالوريوس.

10- وجود فروق دالة إحصائيا عند مستوى الدلالة (a≤0,05) بين متوسطات درجات تقدير أفراد عينة الدراسة لمستوى فاعلية الأداء الإداري لمديري المدارس الأساسية في محافظة غزة تعزى لمتغير سنوات خدمة المدير لصالح ذوي 5-10 سنوات خدمة.

-11 وجود علاقة ارتباطية طردية موجبة ذات دلالة إحصائية عند مستوى الدلالة (a≤0,05) بين متوسطات درجات امتلاك مديري المدارس الأساسية بمحافظة غزة للمهارات الناعمة و بين مستوى فاعلية أدائهم الإداري.

و كان من أهم توصيات الدراسة ما يلي: 1- العمل على تطوير المهارات الناعمة لدى مديري المدارس الأساسية و خاصة مهارتي القيادة و التفكير الناقد من خلال برامج تدريبية موجهة 2- تبني مديري المدارس الأساسية لبرامج و مبادرات تهدف لرعاية الطلبة ذوي الاحتياجات التعليمية الخاصة.

3- تدريب العاملين في المدارس الأساسية على آليات استثمار الوقت بفاعلية.

English Abstract

This study aimed to identify the soft Skills of Basic Schools' Principals of Gaza Governorate and its Relationship to the Effectiveness of their Performance.

The researcher adopted the descriptive and analytical approach, and the study sample consisted of (364) teachers from the basic schools of the Ministry of Education in Gaza Governorate, which represented (5.22%) of the study population, and they were chosen by the simple random method.

The study tools were two questionnaires: the first questionnaire was “soft skills measure of basic school principals”, and the second questionnaire “measure of the effectiveness of administrative performance of basic school principals”.

The main results of the study: 1- The degree to which basic school principals in Gaza governorate possesses soft skills from the teachers ’point of view, came to a large degree with an arithmetic mean of 4.07 and a relative weight of 81.40%, where all fields came with a large degree of practice ranked in descending order as follows: time management skill, communication skill, decision-making skill, planning skill, teamwork skill, crisis management skill, leadership skill and finally the critical thinking skill.

2- The absence of statistically significant differences at the level of significance (a≤0,05) between the averages of the study sample's grades of soft skills for basic school principals in Gaza governorate due to the study variables (educational region, the school principal’s academic qualification, years of teacher service), as well as Depending on the teacher gender variable, except for the planning skill, where differences were found statistically at the level of significance (0.05 a≤) in favor of females.

3- There are statistically significant differences at the level of significance (a≤0,05) between the mean scores of the study sample’s assessment of soft skills among basic school principals in Gaza governorate due to the principal’s gender variable in skills (planning, communication and time management) in favor of females.

4- There were statistically significant differences at the level of significance (a≤0,05) between the mean scores of the study sample's grades of soft skills among basic school principals in Gaza governorate due to the teacher's educational qualification variable of in favor of holding a bachelor’s degree in most of the skills under study, except in (working in a team skill, and making decisions skill).

5- There are statistically significant differences at the level of significance (a≤0,05) between the mean scores of the study sample's assessment of soft skills among basic school principals in Gaza governorate due to the variable of principal's years of service in favor of those whose years of service are less than 5 years 6- The level of effectiveness of the administrative performance of basic school principals in Gaza Governorate from the teachers ’point of view, came to a large extent with an arithmetic mean of 4.06 and a relative weight.( 81,20% 7- The absence of statistically significant differences at the level of significance (a≤0,05) between the averages of the degrees of the study sample’s assessment of the level of effectiveness of the administrative performance of basic school principals in Gaza governorate due to the study variables (educational region, principal's gender, principal's academic qualification, teacher's years of service).

8- There are statistically significant differences at the level of significance (a≤0,05) between the averages of the study sample's degrees of the effectiveness of the administrative performance of basic school principals in Gaza governorate due to the teacher gender variable in favor of females.

9- The presence of statistically significant differences at the level of(a≤0,05) between the averages of the study sample's degrees of the level of effectiveness of the administrative performance of basic school principals in Gaza governorate due to the variable of the teacher's educational qualification in favor of bachelor’s holders.

10- There are statistically significant differences at the level of significance (a≤0,05) between the averages of the study sample's degrees of the effectiveness of the administrative performance of basic school principals in Gaza governorate due to the variable of principal's years of service in favor of those with 5-10 years of service.

11- The existence of a positive, statistically significant, positive correlation relationship at the level of significance (a≤0,05) between the mean degrees of basic school principals' possession of soft skills in Gaza Governorate and the level of effectiveness of their administrative performance.

The most important recommendations of the study : 1- Working on developing the skills of critical thinking and leadership among basic school principals through targeted training programs.

2- Adopting programs and initiatives aimed at caring for students with special educational needs.

3- Training basic school staff on effective time investment mechanisms.
