Arabic Abstract

هدفت الدراسة تعرف درجة ممارسة العاملين في مديرية الإصلاح و التأهيل في المحافظات الجنوبية لفلسطين لدورهم التربوية تجاه النزلاء، و استخدم الباحث المنهج الوصفي التحليلي في دراسته لملاءمته موضوع الدراسة.

و لتحقيق أهداف الدراسة قام الباحث باستخدام ثلاث أدوات للدراسة : الأداة الأولى : الاستبانة التي تكونت من 52 فقره، وزعت على خمسة مجالات و طبقت على عينة عشوائية طبقية ممثلة للمجتمع عندها (387) دريلاً و بريلة، بنسبة 22.7% من مجمع الدراسة.

الأداة الثانية : مجموعة بؤرية تكونت من محصين في المديرية لمعرفة الدور التربوي الإصلاحي المنوط بالعاملين في إدارة أمن النزلاء وحراس عنابر النزلاء و سبل تعزيزها.

الأداة الثالثة : المقابلة التي صمت مع بعض مديري الإدارات و الوحدات في المديرية المعرفة سبل تعزيز درجة ممارسة العاملين في مديرية الإصلاح و التأهيل لأدوارهم التربوية.

توصلت الدراسة إلى النتائج التالية : 1- بلغ الوزن النسبي لدرجة ممارسة العاملين في مديرية الإصلاح والتأهيل بالمحافظات الجنوبية لفلسطين لدورهم التربوي من وجهة نظر النزلاء (63.78%) بدرجة تقدير متوسطة.

2- يوجد فروق ذات دلالة إحصائية عند مستوى دلالة (0.05) (a) بين متوسطات تقديرات أفراد العينة الدرجة ممارسة العاملين في مديرية الإصلاح و التأهيل لدورهم التربوي ترى المتغير المؤهل العلمي لصالح فئة (أمي وابتدائي)، و لمصير المركز لصالح مراكز النساء و كاديوس وطيبة)، و المتغير العمل داخل المركز الصالح فلة من (يعمل).

3- لا توجد فروق ذات دلالة إحصائية عند مستوى دلالة (0.05 a) بين متوسطات تقديرات أفراد العينة لدرجة ممارسة العاملين في مديرية الإصلاح و التأهيل لدورهم التربوي مصرى المتغير عدد مرات الحين، و متغير مدة المكوث في الحيس، و متغير الحالة الاجتماعية، ما عدا المجال الرياضي و الترفيهي فقد كانت الفروق في متغير الحالة الاجتماعية لصالح فلة : (أرمل أو مطلق).

4- تم اقتراح العديد من سبل تعزيز درجة ممارسة العاملين في مديرية الإصلاح و التأهيل لدورهم التربوي تجاه النزلاء في ضوء نتائج الدراسة كان من أهم التوصيات : 1- استحداث إدارة ضمن هيكلية مديرية الإصلاح والتأهيل تخص بإدارة العملية التربوية وتحفيذ برامجها.

2- ترويد مديرية الإصلاح والتأهيل بضباط من حملة الشهادات العلمية العليا وذوي الخبرة في تخصصات العلوم التربوية والاجتماعية والنفسية.

3- عقد برامج تدريبية في الإسعافات الأولية للعاملين بشكل دوري في مديرية الإصلاح والتأهيل ولا سيما العاملون في إدارة أمن النزلاء وحراس عنابر النزلاء.

4- عقد دورات دينية، و دورات عن كيفية التعامل مع النزلاء، وفن التعامل مع الجمهور بشكل مستمر للعاملين في مديرية الإصلاح والتأهيل.

5- وضع لوائح ناظمة لتحفيز النزلاء للانخراط في البرامج التربوية المتنوعة.

6- توثيق الدور التربوي الاصلاحي المنوط بكل عامل من العاملين بمديرية الإصلاح و التأهيل في دليل الوصف الوظيفي، و دليل إجراءات عمل مديرية الإصلاح و التأهيل.

English Abstract

This study aims to identify the degree to which workers in the Directorate of Correction and Rehabilitation in the southern governorates of Palestine practice their educational role towards inmates.

The researcher used the descriptive analytical approach for it suits the subject of the study.

To achieve the objectives of the study, the researcher used three study tools : the first tool was a questionnaire, which consisted of 52 items, distributed over five fields, and it was applied to a stratified random sample representing the population of (387) male and female inmates, at a rate of 22.7% of the study population.

The second tool involved using a focus group consisting of specialists in the directorate to know the educational correctional role entrusted to workers in the security management of inmates and the guards of inmates’ wards and ways to enhance it.

The third tool involved conducting interviews with a number of directors of departments and units in the directorate in order to find out ways to enhance the degree to which employees in the Directorate of Correction and Rehabilitation practice their educational roles.

The study reached the following results: 1- The relative weight of the degree of practice of workers in the Directorate of Correction and Rehabilitation in the southern governorates of Palestine for their educational role from the point of view of the guests was medium at (63.78%).

2- There are statistically significant differences at the level of significance (α ≤ 0.05) between the average estimates of the sample members of the degree of practicing their educational role due to the educational qualification variable in favour of the category (illiterate and primary education), to the variable of the Centre in favour of the centres of (Women inmates, Khan Younis and Taiba), and to the variable of work inside the centre in favour of the category of (working).

3- There are no statistically significant differences at the level of significance (α ≤ 0.05) between the average estimates of the sample members of the degree to which workers in the Directorate of Correction and Rehabilitation practice their educational role due to the variable of number of terms of imprisonment, the variable of length of stay in prison, and the variable of marital status, except for the sports and recreational field, as the differences in the marital status variable were in favour of the category of (widowed or divorced).

4- Several ways have been proposed to enhance the degree of practice of workers in the Directorate of Reform and Rehabilitation of their educational role towards inmate In light of the study results, the most important recommendations are as follows: 1- Creating a department within the structure of the Directorate of Correction and Rehabilitation to be responsible for managing the educational process and implementing its programmes.

2- Providing the Directorate of Correction and Rehabilitation with officers who hold higher educational degrees and have experience in the disciplines of educational, social and psychological sciences.

3- Periodically holding training programs in first aid for workers in the Directorate of Correction and Rehabilitation, especially those working in the inmates’ security department and guards of inmates’ wards.

4- Holding religious courses in addition to courses on how to deal with inmates, and the skill of dealing with the public, on an ongoing basis for workers in the Correction and Rehabilitation Directorate.

5- Setting regulations to motivate inmates to engage in various educational programs.

6- Documenting the educational correctional role entrusted to each of the workers in the Directorate of Correction and Rehabilitation in the job description manual and the work procedures manual of the Directorate of Correction and Rehabilitation.
