Fatwa (casuistry) is one of the most important positions in the Islamic legitimate positions as it reveals the rulings of Allah which are extracted and presented by the jurists (Fokahaa) and scholars.

that's why the chief duty of the official authorities and governors in Hisba system was to organize and control it.

moreover, they had to check the availability of the appropriate conditions related to casuistry in jurists.

in this purpose we present this paper that aims to clarify the general and partial purposes of Shariaa related to the Islamic accountability (Hisba doctrine) linked to casuistry (Iftaa) by mentioning its mechanisms in both sides the existence and nihilism.

the fruit of this process (Hisba on Iftaa) will appear as long as it is well planned and organized in both the objectives and the process itself.

this is what this study concluded, as it ended with defining two overall purposes for this process, namely : the purpose of preserving religion, and the purpose of meeting and unity, in addition to a number of partial purposes, including those related to the mufti, the fatwa, and the general system of the nation.
