Public relations emerged in a distinct political, economic, media and social environment, its various factors and components interacted specifically, making it an urgent necessity to treat the new problems that appeared in that environment, and when it was public relations as a practice and as a science are based on a tripartite relationship between the political system, the economic system and the media system, we must study carefully the nature of the components of that environment, which it produced and its peculiarities, this is in order to understand the circumstances that contributed greatly to its emergence and spread in various countries of the world, and the variation in the practice of public relations and its orption, the clarity of when its concept, and the disparity in the direction that its development took from one region to another and from one country to another, especially with the tremendous development that touched communication technology and openness the world on each other, and the rapid transmission of information through this technology, and this is what we will discuss in this scientific paper.
