This article examines the phenomenon of technological change in institutions, as it is considered a new strategy adopted by the latter to keep pace with scientific and technological development, and to preserve its internal and external position in light of the fierce competition from other institutions, but this technology and what it holds of modern and strange values facing traditional and local values for workers in institution and organization, difference occurs between the original and incoming values, which results in difficulties in running, and here the researcher tries to provide some theoretical sociological approaches that attempt to explain this difference, as there are those who consider it problematic of the problems of organization and a cause of conflict and negative tension, while there are those who see technology and conflict of values A healthy phenomenon for the institution, it is normal to occur in the institution, Also there are cultural and other conflictive approaches that see the relationship between traditional and modern values as a relationship of conflict and conflict of interests, then the researcher will address, Resisting technological change as a value option and methods of treating it and reducing its severity, in addition to its forms and stages, this can only be in accordance with a question and a problem raised by the researcher about the nature of the value conflict between local values and exotic values with technology.
