The public security is based on the idea that all the debtor's properties shall be held as security for reimbursing his debts.

if the debtor refuses or is unable to pay his debts, the creditors can seize his properties to obtain their rights, and all creditors have equal ranks as concerns this security.

saying that the fact that the debtor’s properties is a surety for the payment of his debts does not prevent him from disposing of them, but these acts can harm the rights of the creditors and increase the insolvency of the debtor or lead to his insolvency, so the law stipulated some lawsuits that the creditors can file to protect the public security, however these lawsuits remain insufficient to protect the rights of the creditors.

Therefore, new legal means must be created to guarantee the rights of creditors.
