The issue of the ecosystem includes a unique set of elements, including economic interests, and different political orientations.

however, global environmental issues have one thing in common, which is the lack of sufficient incentives to address the problems of countries individually, because each of them cannot capture all the benefits of doing so.

that is, the resources of the global environment are common resources that do not exclude the use of one party by other parties from their use.

therefore, it is difficult for national governments to act unilaterally to protect these resources, as the extent of transnational environmental damage has expanded, until the internal legislation of countries is no longer sufficient to control it.
