Abstract EN

This study aims at addressing the provisions of law no 15 / 21 related to countering illegal speculation in terms of consumer and market protection against this crime.

despite the recent escalation of illegal speculation, there have been no legislative texts addressing this harmful act that hurts citizens and society, except for what is included in general rules found in some articles of the penal code.

in order to make up for the shortcomings of general rules, and in light of development caused by the state' s reduced interventionist role, the Algerian legislator passed this law to prevent the illegal crime of speculation, protect the free market from it (which depends on the freedom to set prices according to the supply and demand rule for each good a service), and protect consumers from it.

this is especially true in light of developments caused by the reduced interventionist role.
