يعد الفساد الإداري من أكثر المشكلات التي تواجه الجماعات المحلية فهو يعتبر العقبة الرئيسية أمام تحسين الخدمة العمومية وتحقيق التنمية المحلية المنشودة، ويؤذي إلى ضعف مشاركة المواطنين في تسيير الشؤون العامة على المستوى المحلي، ويحول دون تحقيق العدالة الاجتماعية بين أفراد المجتمع والسبب في ذلك يعود إلى ضعف الشفافية والمسائلة داخل الجماعات المحلية، وفي هذا الإطار تعالت أصوات بعض المفكرين والمتخصصين، بضرورة تطبيق الشفافية وتفعيل المسائلة للحد من الفساد الإداري في الجماعات المحلية، لذا سعت الدولة إلى تعزيز ذلك في قانوني البلدية والولاية لتمكين المواطنين من ممارسة الرقابة الشعبية على مداولات المجالس المحلية المنتخبة، والمساهمة في القضاء على الفساد الإداري في الجماعات المحلية.

Administrative corruption is one of the most common problems facing local groups, as it is considered the main obstacle to improving the public service and achieving the desired local development.
transparency and accountability within local groups, and in this context, some thinkers and specialists voiced the need to apply transparency and activate accountability to reduce administrative corruption in local groups.
therefore, the state sought to strengthen this in the municipal and state laws to enable citizens to exercise popular control over the deliberations of elected local councils.
