The reasons for the appointment and dismissal of administrative office holders, including judges, governors, and leaders, were varied, according to the state's interest in its political and administrative work.

The position of judge is one of the most important administrative positions in the Arab Islamic state and its highest rank.

As the position of the judiciary is established to resolve disputes, as well as to impose legal rulings; To run the state administration in accordance with these provisions.

Appointments by proxy had a policy taken by the Arab Islamic state to manage its affairs, in a state of emergency and alert, and when the governor went out to lead the army and confront the enemy, he delegated those he trusted to run the state temporarily.
