Abstract EN

Many countries have witnessed several experiences of different electoral laws for a long time up to date.

The goal of these laws is the peaceful transfer of power, but it has been proved that they have disadvantages which turn back against the origin of the idea of the peaceful transfer of power without implementing the justice as required.

We have restricted these disadvantages in three most important aspects.

The first aspect is staying away a range of the electorate voting for the candidates who may not get parliamentary places.

The second aspect deals with the political role by the people, which is limited to one day only every four years - the duration of the electoral round-.

Then it ends and there is no role for the people entirely in any event.

The last one is the equivalence among the members of Representative Assembly when they vote despite of the comparative contrast of the number of the electorate voting for each candidate, which does not fulfill the fair representation while practicing the power to evaluate the public welfare.

In this study, we have dealt these aspects to get a greater justice insured by an electoral law called ( The Law of Numerical Representation ) which, besides the above –mentioned, is distinguished– with the legal guarantees to the electorate throughout the duration of the electoral round as well as an electoral law with special counting and sorting rules.
