Abstract EN

It has become known that a new type of knowledge-based economy began to form at the beginning of the new millennium in developed countries and emerging developing countries at the global level.

This does not mean that knowledge did not exist or was used in economic activity, but what is new is the size of its impact on economic and social life and on human lifestyle in general, which came as a result of integrated national plans with time programs and specific goals set by those countries to bridge the knowledge gap between them since the last quarter of the last century.

This study aims to determine challenges and difficulties that face Arab countries in relation with cognitive production, and how to resolve these obstacles.

To achieve this objective, the researcher has used compared descriptive analytical approach.

This research focuses on the national trends and plans developed by the Arab countries towards the knowledge economy by following up its indicators at all levels, which showed that they are still consuming and using knowledge products to a large extent, which confirms that they need to focus on the production of knowledge so that they can participate in the procession of science, Knowledge and directing their economies towards the knowledge economy that will solve the problems they face in unemployment, poverty and low levels of development.

The main findings of this study that cognitive economy in Arab countries still weak, so Arab countries have started to prepare plans for cognitive economy in a correct way.

The researcher recommends to do an issueStrategic arabic decision for growing toward cognitive economy and to create a suitable environment for arabic industries in the cognitive field, also to increase the interest of arab researchers in cognitive field in order to increase the level of cognitive economy in arabic counties as the same as in developed countries in this field.
