Abstract EN

It is well known that the process of announcing the deal was a traditional physical and paper procedure, whereby the contracting authorities, after determining the needs and setting the book of conditions for the public deal to be announced, would launch and publish an advertisement for that public deal in accordance with the legal conditions stipulated in presidential decree 15-247 the public procurements law and public utility authorizations, however, this process took a different form from the previous one, as it became carried out according to an electronic procedure through electronic portals established for this purpose.

at the level of these portals, contracting interests and economic dealers alike are registered in order to obtain sufficient information and data for contractors and store them at the level of the portal for use in the contracting process or for reference later as means of proof.
