Abstract EN

The study aimed to identify the effect of administrative decentralization on the effectiveness of administrative decision-making headed by Shendi locality and the Health Department, and to clarify the role of decentralization in the speedy completion of tasks and simplify procedures in institutions, and to know the effect of administrative decentralization on the ease of information flow.

The importance of the study stems from the vitality of the issue of administrative decentralization, as it is one of the topics that have not received much attention in the aspect of practical application in many institutions, which has had negative effects on the administrative decision-making process.

The study also highlights the importance of the decentralized system in solving many problems and shortening the administrative shadow.

The problem of the study was represented in the suffering of many institutions from the centralization of administrative decision-making authority, which resulted in the length of operations procedures within those institutions and the slow completion of tasks.

Therefore, the study problem was formulated in the following main question: What is the effect of administrative decentralization on the effectiveness of administrative decision-making? The study used the descriptive and analytical approach, and the study relied on the questionnaire as a tool to collect data from the sample.

The study found that there is a strong positive relationship between the application of the decentralization system and the effectiveness of the administrative decision-making process, and that the decentralization system helps in the coordination process between the various administrative units, and that the decentralization system reduces the steps and time of completion of work, and decentralization reduces lines of communication and steps of all data and information, and decentralization helps the organization’s management to identify problems in an accurate and specific manner.

The decentralized system relies primarily on the division of labor.

The study recommended that institutions should rely more on decentralization in the administrative decision-making process, and that the institution’s management should delegate the powers and powers to the workers to develop the ability to make sound decisions, and the administrative units should have financial independence to complete the work more efficiently and effectively.
