Abstract EN

This article aims to clarify the role of higher administrations in the development of human capital from an Islamic perspective.

It tackles the administrative field with complete care of replication and representation from an Islamic perspective.

One of the most important developments in the present era is the digital technical progress related to the means of communication, which leads to a radical change in the nature of contemporary life.

This prompted the world to move from traditional government systems to the so-called electronic government.

The problem of the study lies in that the traditional administration is no longer able to respond to the changes and requirements of the age; it has become available to all developed and developing countries alike to shift towards electronic management.

The higher administration has a major role in the development of human capital, and it has to take care of the administration problems.

It is considered one of the basic pillars for developing the efficiency and effectiveness of government institutions to achieve the public interest.

The study also aims to know the impact of human capital from an Islamic perspective on attracting talent, and focusing on the principle of transparency in job dealing, especially what is related to human capital from an Islamic perspective such as the lack of training courses, and the shortage of specialists in the maintenance of computers.

The study concludes with a number of findings, the most important of which are: Islam instills in the employee that he has a message, and thus he must do his work sincerely and properly, always considering God, and applying the principle of internal self-control.

Human capital from an Islamic perspective contributes to improving the reputation of the organization and increasing the efficiency and effectiveness of performance as a result of the speed and quality of achievement.
