The subject of the medical Risk Insurance fund as complementary means to the compulsory insurance system against civil liability for the physician is one of the important topics, because of its great .importance in practical life, and what has increased its importance and merit for research and study regarding the role it plays alongside the compulsory insurance system in the medical field.

By providing full protection for the rights of the injured – as a result of medical accidents- by obtaining his right to compensation in cases that are not covered by the compulsory insurance form the doctor's civil liability, such as the doctor's lack of responsibility ,the insolvency of the responsibility doctor, the bankruptcy of the insurance company, or cases of infection with a deadly virus , as this study aims to Research on the importance and status of the Medical Risks Guarantee Fund highlighting the most important difficulties facing the explaining the regulatory procedures for it by benefiting from the French experience in imposing the guarantee fund system ,unlike the matter in Iraq ,as there is no law lending the Medical Risks Guarantee Fund system.
