Although the annulment judgment is of great importance, it is not considered in itself sufficient to protect individuals from the intransigence of the administration, because the execution of defective administrative decisions through the annulment lawsuit does not cover the damages that may be caused by those decisions, which may befall individuals if the administration implements the defective decision issued Then it was canceled - after a period of time - by a court ruling.

Hence, the idea of compensating the harmful effects of implementing those decisions arose, and so the compensation route became complementary to the revocation route in such cases.

In addition, the compensation judiciary is considered a kind of control over the material management work, unlike the cancellation judiciary, which is only a way to monitor administrative decisions
