The research deals with a topic that disturbs the citizen and the official at the same time, while the citizens search for a solution to provide shades for their private vehicle and meet an urgent humanitarian need, yet he offers on his own to build car shades in a randomly and commits systemic violations in infringing on public space to achieve personal needs.

The issue of random car shades also worries the official because it is spreading in residential streets in Jeddah and threatens a visual distortion of the city, which made the Jeddah Municipality work to remove car shades systematically and intensively to preserve the visual seen of the city.

The study addressed the problem by reviewing the relevant studies and literature and analyzing the Ruwais neighborhood development project and the mechanisms used to develop it.

The study indicated that the problem of the car shades is an indication of a bigger problem, which is non-compliance with the requirements of urban design for residential neighborhood streets before starting to implement them by the authorities concerned with urban development.

Governments should provide Alternative's solutions to car shades in Jeddah's residential streets in a way that enhances the urban ease of the city and responds to the citizens' requirements and aspirations.
