The presentation of the government’s plan of action to parliament is the original control parameter of the various means of parliamentary oversight.

the intervention of the prime minister or the government chief before the nation council does not have the legal status it enjoys in comparison to his intervention before the national people's assembly.

the Algerian legislator has empowered the the nation council to issue a regulation on the government's action plan approved by the national people's assembly.

however, the lack of association of the regulation with the political responsibility of the government has emptied it of any real content and transformed it into a simple tool of support and unconditional accompaniment.
