Abstract EN

This research aims at figuring out shortage in execution of the tenth National Strategic plan, and learning whether is that a result of weakness in the qualified leaders or a result of lack of effectiveness of legislations in executing the strategic plan .The researcher has used the historical and descriptive methodology , he has attained some important results and recommendations, one of the results is that the study finds a contradiction in effectiveness in applying the tenth national strategic plan , it advised the decision makers to enact rules encouraging adequate budget according to specific projects and phases of time.
