أدى انخفاض أسعار النفط في جوان 2014 إلى اضطرابات في الميزانية العامة للدولة، بسبب تراجع الضرائب على النفط و عجز صندوق تنظيم الإيرادات على تمويل الميزانية.
يواجه الاقتصاد تحديات جديدة، لا سيما فيما يتعلق باختيار السياسات الاقتصادية.
في هذا السياق، تبنت الحكومة الجزائرية القانون 10-17 بتاريخ 11 / 10 / 2017 الذي أدخل من خلال المادة 45 مكرر استخدام سياسة التمويل غير التقليدي، لمدة خمس سنوات.
يسعى هذا المقال إلى تقييم تأثير هذا القرار على الاقتصاد الجزائري، لا سيما من خلال آثاره على معدلات التضخم.

The fall in world oil prices in June 2014 is at the origin of serious dysfunctions of public finances in Algeria, due to the decline in oil taxation and the depletion of income from the revenue regulation fund.
new challenges are facing the economy, particularly in terms of the choice of macroeconomic policies.
in this context, the Algerian government adopted law 17-10 of 11 / 10 / 2017, which introduces through its article 45 BIS, the use of the policy of non-conventional financing, for a period of five years.
this article attempts to assess the impact of this decision on the Algerian economy, particularly through the effects on the inflationary process.

La baisse des cours pétroliers mondiaux en juin 2014 est à l’origine de lourds dysfonctionnements des finances publiques en Algérie, à cause du recul de la fiscalité pétrolière et de l’épuisement des revenus du fonds de régulation de recettes.
de nouveaux défis se posent à l’économie, notamment en matière de choix de politiques macroéconomiques.
dans ce contexte, le gouvernement algérien a adopté la loi 17-10 du 11 / 10 / 2017 qui introduit à travers son article 45 bis, le recours à la politique du financement non conventionnel, pour une durée de cinq années.
le présent article tente d’évaluer les retombées de cette décision sur l’économie algérienne, notamment à travers les effets sur le processus inflationniste.
