The current research aimed at identifying the theoretical foundations of policies for developing the performance of administrative leaders in the Directorate of Education in Fayoum Governorate, to monitor the obstacles facing the application of administrative leadership development programs from the point of view of some department managers, agents and heads of departments, and to develop mechanisms to overcome these obstacles, the current research relied on The descriptive approach, and based on its field framework, a questionnaire to identify the reality and obstacles to the application of developing the performance of administrative leaderships in the Directorate of Education in Fayoum Governorate, and the research reached some obstacles to developing the performance of administrative leaderships, the most important of which are: The rigidity of laws and regulations governing the work of the Directorate of Education and the educational departments affiliated The scarcity of employees' cooperation with each other to find solutions to work problems in the educational administration, the weak incentives for administrative leaderships after they pass training programs, and the scarcity of training programs that encourage research and experimentation.
