The thinkers agree that the problem of political decision-making and the peaceful transfer of power is one of the reasons for the backwardness of the Arab countries in general and Algeria in particular.

In Algeria, it is linked, of course, to a social context that differs somewhat from what exists in other countries, as Arab countries are characterized by clan-tribal societies, especially with the work of colonialism to stoke the flame of a clan-tribal conflict for several decades, which produced an idea that was absent from any of the foundational concepts of the state And the exchange of power is characterized by stagnation, encouragement of fanaticism and abhorrence of competence and merit.

It is based on chaos and conflict, and is rejected by harmony and consensus.

It is a backward thought that strays from modernity and sometimes encourages tyranny and singling out opinion by virtue of the dominance of the tribe’s sheikh or the elder who is not answered by a word.
