Social transformation development of societies is not possible without having specific goals, even in the semantic sense of the so-called paradigm, but the implementation of each paradigm requires the formation of subsystems to manage its goals within a framework.

The paradigm of "progress" Contrary to the paradigm of "development" and the efforts of Iranian researchers in the last century, it has gradually reached a degree of maturity that requires time to prepare the ground for its implementation.

Undoubtedly, every paradigm has specific epistemological roots, origins, doctrines and goals, and its realization requires the formation of three systems of government, scientific, philosophical and cultural.

In a strategic document, he considered the result of the work of Iranian scholars in the Iranian-Islamic model of progress.

The results of the process carried out in the Institute of Basic Planning, which is based on the method of Janet analysis, show that: * The progress paradigm is an attempt to formulate the ideals of the Iranian revolution in the form of a strategic document.

* The paradigm of progress in implementation requires the creation of three sub-systems: "scientific-philosophical system", "governance" and "cultural system".
