A person is a civilian, of course, that is, he must meet and this is the meaning of urbanism: Ibn Khaldun: Introduction Civil society is a sociological culture, and that it has adopted the western scientific discourse, but if we study our religious values and our eastern Arab culture, we find many of the implications of this phenomenon and its truth in many of our historical periods, including the starting point of our research in the pre-Islamic period in the Arabian Peninsula and its ignorant society in its religion and the master in its linguistic culture and its literary gatherings and other activities such as economic and social, specifically through the many activities that were taking place in (Bakkah Umm al-Qura), the Holy Makkah before Islam, then we find it clearly in the noble Qur’an discourse through the verses of its surahs organizing civil life, that the Noble Qur’an cannot describe its scientific composition and its incapable prestige in expression and linguistic interdependence, and for our topic civil society, its great speech is an expression of a fully formed social system and its expressions are full of guidance and obligation towards an integrated and comprehensive civil life of the orientations of this just civil life style.

The line of the noble Qur’an speech came according to the conditions that accompanied the spread of his Islam, and it can be divided civically into two phases.

The first: the civil value organization phase before the state phase: in it, the beginning of the call for its publication and the verses and its surah came in line with many of the positive civil features that were characteristic of society.

At the same time, the Arab community strengthened it more civilly and left its negative part as a prohibition.

The second: the stage of stabilizing the pillars of the civil state: in which the image of civil organizations and their civil behavior is clearly visible in the social, economic, and family structures, etc.

All of this came in clearly as civil society in the Quranic discourse.
