All societies, regardless of their levels of advancement in civilization, are interested in the youth because they have hope of the continuity for survival, development and progress, as the responsibility for development and acceleration of it falls on this category in the first place, as the potential of youth in achievement and performance at this stage reaches its peak.

They are goingthrough a stage characterized by vitality and activity.

It is the duty of those responsible for the educational process, including the educational advisor, to create the appropriate psychological atmosphere and work to overcome the difficulties facing young people to ensure the upgrading of their educational and cognitive level.

Interest in positive human behavior or what is known as organizational citizenship is a missing link for institutions in general.

From the current research, it was concluded that the development of the concept of citizenship in Iraq, especially among adolescents, has a personal significance for the nature of the development of this concept, as this concept indicates that members of society are equal in rights and duties without any discrimination due to religion, belief, gender, color, economic level and political affiliation, And that the school environment has a direct impact on achieving the national education goals more than the work of the formal curriculum with its prescribed subjects through the role of the educational advisor in order for students to exercise freedom and responsibility and resolve differences and problems they face in their school, which makes them learn how to work responsibly and freely in their communities.
