Abstract EN

The realization of economic aspirations required the Moroccan public administration to modernize its management methods and adapt its administrative system to the requirements of competitiveness and openness.

For this reason, the Moroccan state adopted the e-government program in 2009, setting for itself the objective of developing services for administrations, users and enterprises.

In this context, e-management aims to simplify and dematerialize administrative procedures, as well as to facilitate information between public administrations.

The e-finance strategy also aims to integrate and dematerialize operations in order to facilitate and improve the exchange of information with partners, as well as leading professions of the Ministry of the Economy and Finance in order to facilitate decision- making.

Thus, an integrated electronic information system has been developed for the management of public expenditure, unified between the actors in the implementation of this expenditure, and aims to establish financial transparency and good governance, with a view to dematerializing all documents related to the implementation of public expenditure and transfer the foundations of traditional control to electronic control.
