The strategic measure, and the development programs and strategic plans it includes, is one of the most important entrances to achieving development, especially after changing socio-economic conditions and contexts, which necessitates recalling the various concepts represented mainly in the frame of reference that must govern the preparation of strategic plans, as is the case with Qatar Vision 2030 as the general long-term framework The various policies that must be downloaded during this period, as well as in Morocco the Development Document 2020-2030, which is one of the frames of reference that govern the intervention of public actors at the nati onal or territorial level, and on the basis of which international reports on development are prepared in Morocco as in Qatar.
