Abstract EN

This study highlights the legal regime that Morocco has resorted to framing its emergency measures and exceptional measures to meet the challenges and repercussions imposed by the Corona Covid 19 epidemic, before and after it declared a state of health emergency that has swept the country for two years.

The themes of this study address a set of questions related to the context and nature of Morocco's legislative response in dealing with the epidemiological situation by examining the problem of the legislative vacuum that has weakened morocco's crisis management legal system; and then examining the elements of the approach sought by the legislature and executive authorities to restore whiteness and to restore the gap that has made the legal measures of emergency weaker and feeble in contrast toother distinguished measures of an economic, social and institutional nature; Then, a critical examination of the validity of the procedure that was adopted to issue the decree of the Health Emergency Law, and examining its references, foundations, requirements and effects.
