In Morocco, the national territory was divided into 16 provinces and two prefectures.

The 1976 division marks the application of the concept of region in the territorial organization of the kingdom by establishing regional communities.

For the first time, it has adopted a legal framework that provides the foundations of regional management in 1997 by regional law n°47-96, aimed at meeting the expectations and inspirations of the well-being of the people.

However, the region is no longer a mere spatial framework for the deployement of strictly economic plans.

There could not be effective regional power if the region doesen’t have political substances.

Despite some positive progress, the regionalization undertaken in the 1980 was not able to provide a response to the changes affecting the country.

This is why advanced regionalization laid the groundwork for the new division.

12 regions instead of 16 were created for a good management of the territory and a better regional balance.

Organic law n°111-14 relating to the regions establishes a new framework for regional territorial affairs through several mechanisms and foundations.

These new data give regional players responsi bility for economic development.

This model aims to create a territorial balance based on the potential of regional wealth and local solidarity.

The state has endowed the region with a development program project capable of generating a vision in synergy with the needs of minicipalities, provinces or prefectures.

At this level, an essential question that deserves to be asked is the following : to what extent this Regional development Program constitutes an effective tool for completing regional projects ? In this send, the PDR can be considered as a pillar that should lead to territorial development.

The case of the Fes-Meknes region is an eloquent example in this subject.
