The copyright and neighboring rights as types of intellectual propertyare protected by copyrights and neighboring rights act, and as we know any kind of property, its owner may decide how it is to be used, and others can use it lawfully only if they have the owner's permission, andif someone use this property without a license, the owner can sue him in civil court or commercial court to obtain a compensation for the prejudice because the law provides a civil protection for owners.

Copyright and neighboring rights act gives the owners of copyright and neighboring rights the possibility to choose between obtaining a material compensation according to a predetermined amount of money in the text of the law, or obtaining a material compensation that the court assesses based on the harm suffered by the right holder.
