Cosidered both as a corollary and a legal means of the principle of free administration of authorities, local reglementry power is not a salient novelty or even a new asset for them, but it is aleady exercised by local elected representatives.

This power actually existed even if the previous constitutions were silent on the issue, while many scattered laws and regulation had decentralized authorites the possibility of making regulations.

Indeed, the entities to which a regulatory power is recognized would be vested with an advantageous position compared to the previous one, this position result in the constitutionalization of this power which remained, until the promulgation of the new constitution , provided for scattered texts.
